Seolann an tÁire Oideachais John O’Dowd lámhleabhar nua Ghaelscoileanna i gColáiste Feirste

Education Minister John O’Dowd launches new Irish Medium Governors in Coláiste Feirste

Bhí an tAire Oideachais John O’Dowd ag croílár Iarthar Bhéal Feirste an tseachtain seo caite (9-9-15) chun lámhleabhar Gobharnóirí nua a sheoladh i gColáiste Feirste.


Mar aitheantas ar na gnéithe agus ar na dúshláin uathúla atá ag Gaelscoileanna, chomh maith le cúlra stairiúil na earnála oideachais is mó fáis, cheap an Roinn Oideachais Brendan Mullan, saineolaí i ngobharnóireacht chorparáideach chun clár piolótach de thacaíocht gobharnóra 6 mhí a dhéanamh sna 11 Ghaelscoileanna i mórcheantar Bhéal Feirste.


Agus é ag comhoibriú le tacaíochta éascaithe na háisíneachta forbartha Gaeilge, Forbairt Feirste, atá suite i mBéal Feirste, dhírigh ceardlanna oiliúna Mullan ar cheisteanna amhail, croíluachanna agus croífhís an oideachais Ghaeilge a aithint, foghlaim chomhoibritheach agus roinnt eolais; forbairt toillte theicniúil; agus feabhas i bhfeidmíocht trí fheabhas i ngobharnóireacht mhaith.


Chriochnaigh an próiseas seo, a tharla idir Deireadh Fómhair 2014 agus Aibreán 2015, nuair a foilsíodh lámhleabhar Gobharnóirí saincheaptha. Agus é sa Chathaoir ar an seoladh, dúirt Garaí Mac Roibeaird, a tháinig ar ais go Coláiste Feirste mar Phríomhoide i ndiaidh dó 5 bliana a chaitheamh ar iasacht ag obair in UOS (An tÚdarás Oideachais agus Scileanna):


‘Is ócáid iontach tábhachtach agus uathúil fiú dúinn san earnáil Ghaeilge é seo: den chéad uair i stair breis agus 40 bliain s’againne, tháinig roinnt gobharnóirí le chéile ar bhealach chomhoibritheach, thar tréimhse ama agus chum agus d’fhoilsigh siad an Lámhleabhar sainearnála seo a bheidh ina ghléas luachmhar chun barr feabhais a bhaint amach i gceannaireacht scoile’.


Beidh an clár oiliúna sainearnála seo, ina mbeidh Gobharnóirí Bhéal Feirste rannpháirteach, barrthábhachtach i bhforbairt chun cinn na ceannaireachta in Oideachas lánGhaeilge. Chinntigh coimitmint agus díograis na nGobharnóirí rannpháirteacha go mbeadh lámhleabhar agus pleananna ardchaighdeánacha ann ach níos tábhachtaí fós, go léireodh sé fíor-riachtanais agus fíorspriocanna na hearnála oideachais lánGhaeilge.’


‘Is í an aidhm fhadtéarmach atá againn pobal fhoghlaim lánGhaeilge saincheaptha a fhorbairt i mórcheantar Bhéal Feirste a chuirfidh eispéarais foghlama nua ar fáil do bheagnach 3,000 dalta agus a neartóidh cur chuige comhoibritheach i dtaca leis na príomhdhúshláin agus na príomhthosaíochtaí oideachais agus forbartha atá againn mar earnáil.  Tá muinín agam go gcomhlíonfaidh muid na haidhmeanna seo má bhíonn an tacaíocht agus an infheistíocht cheart ann ón Roinn Oideachais agus ón Údarás Oideachais.’


Dúirt Cathaoirleach Bhord Gobharnóirí Ghaelscoil an Lonnáin, Gearóid Ó Doibhlín, ‘mar chathaoirleach Ghaelscoil an Lonnáin, shíl mé go raibh na ceardlanna gobharnóra iontach tairbheach agus fiúntach i bhforbairt cultúir chomhoibrithigh agus chomhoibrithe idir Gobharnóirí an Oideachais lánGhaeilge, a bhfuil freagrachtaí ar leith agus dúshlánacha acu. Is toradh an phróisis rannpháirtigh an lámhleabhar seo agus tá sé ann mar phrionsabail eolais ar féidir leat tagairt dóibh agus le forbairt sna blianta atá le teacht’


Ag caint ag an ócáid seo dúirt Leas-Phríomhoide Choláiste Feirste, Micheál Mac Giolla Ghunna,


‘Tá fianaise fhairsing againn má thugtar acmhainní agus tacaíocht d’oideachas lánGhaeilge atá ar chomhchéim le hoideachas trí mheán an Bhéarla, forbraíonn agus foghlaimíonn ár ndaoine óga níos éifeachtaí ná a gcomhdhaltaí in oideachas trí mheán an Bhéarla. Mar shampla, nuair a dhéantar comparáid idir sonraí na Roinne Oideachais do Ghaelscoileanna agus do scoileanna neamhroghnaitheacha eile, bhí na torthaí is fearr i mBéal Feirste ag Coláiste Feirste nó i gceantar uirbeach ar bith fiú agus bhí a thorthaí i measc na gceann is fearr sna sé chontae. Ní amháin gur mar gheall ar chaighdeán an oideachais a fuair siad i gColáiste Feirste ach mar gheall ar an oideachas a fuair siad sna bunscoileanna ar feadh 7 mbliana agus sna naíscoileanna roimhe sin. Is céim chun tosaigh eile an Lámhleabhar seo sa phróiseas acmhainní agus muidne ag iarraidh inniúlacht ceannaireachta san earnáil a fhorbairt.’


Agus é ag cur críche leis an ócáid dúirt an tAire Oideachais John O’Dowd: “Tá gobharnóireacht éifeachtach criticiúil i rath ár scoileanna agus is riachtanas riachtanach é má tá muid chun oideachas ardchaighdeánach a chinntiú dár bpáistí agus dár ndaoine óga. Is gá do ghobharnóirí scoile ceannaireacht, cómheas, oscailteacht, ionracas a leiriú agus bheith toilteanach foghlaim.


“Tá mé tiomanta go fóill cinntiú go mbeidh rochtain ag gobharnóirí don eolas go léir a bheidh de dhíth orthu ina ról. Cuirim fáilte roimh fhoilsiú an Lámhleabhair seo; is áis úsáideach bhreise í don réimse ábhar treorach atá ar fáil faoi láthair do ghobharnóirí scoile.”

Education Minister John O’Dowd was in the heart of West Belfast last week (9-9-15) to launch the new Irish Medium Governors handbook in Coláiste Feirste.


Recognising the unique characteristics and challenges faced by Irish Medium schools, as well as the historic background of our fastest growing education sector, DE appointed Brendan Mullan, a specialist in corporate governance, to deliver a 6 month pilot programme of governor support to the 11 Irish medium schools in the greater Belfast area.


Working with the facilitated support of Belfast-based Irish language development agency, Forbairt Feirste, Mullan’s training workshops focused on issues such as; identifying the core values and vision of Irish Medium education; collaborative learning and sharing of knowledge; technical capacity building; and improving school performance through enhanced good governance.


This process, which took place between October 2014 and April 2015, concluded with the production of a bespoke Irish Medium Governor’s handbook. Chairing the launch, Garaí Mac Roibeaird, who has recently returned to Coláiste Feirste as Principal after 5 years on secondment with ESA (Education and Skills Authority) stated:


‘This is a most important historic and even unique occasion for all of us in the Irish-medium sector: for the first time in our 40 plus year history a group of governors came together in a collegiate fashion, over a period of time and this engagement produced this sector-specific Handbook which will be a valuable tool in the pursuance of excellence in school leadership’.


This sectorally specific training programme, undertaken by Belfast Governors will be crucial to the onward development of leadership within IME. The commitment and enthusiasm of the participating Governors ensured that not only would the resulting handbook and plans be of the highest quality but more importantly that they would reflect the true needs and aspirations of the IME sector.’


‘Our longer term aim is to develop a bespoke Irish-medium learning community in the greater Belfast area bringing new learning experiences to almost 3,000 pupils which bolsters a collegial approach to the key educational and developmental challenges and priorities that face us as a sector.  I am confident, that with the appropriate support and investment from the Department and Education Authority we will realise these aims.’


Chairperson of Gaelscoil an Lonnáin Board of Governors, Gearóid Ó Doibhlín, followed this and said, ‘as chairperson of Gaelscoil an Lonnáin, I found the governors workshops hugely beneficial and worthwhile in building a culture of collaboration and co-operation between IME Governors, who have a distinct and challenging set of responsibilities. This handbook is the culmination of the participative process and stands as a set of guiding principles to be drawn from and built upon in the years ahead’


Also speaking at the event, Coláiste Feirste Vice-Principal, Micheál Mac Giolla Ghunna added,


‘We have ample evidence that when Irish-medium education is resourced and supported on an equal footing with English-medium, our young people develop and learn much more effectively than their English-medium counterparts.   For example when benchmarked against other non-selective schools in last year’s DE data, Coláiste Feirste pupils had the best results in Belfast or indeed any urban area and among the best results in the six counties.   That’s due not only to the quality of education they received in Coláiste Feirste but in the bunscoileanna for 7 years and in the naíscoileanna before that.  This Handbook marks another step in the resourcing process as we continue to develop leadership capacity in the sector.’


In bringing a conclusion to proceedings, The Minister for Education John O’Dowd said: “Effective governance is critical to the success of our schools and is an essential requirement if we are to secure high quality education for our children and young people. School governors need to provide leadership, mutual respect, openness, frankness and a willingness to learn.


“I remain committed to ensuring that governors have access to all the information they need to help them in their role. I welcome publication of this Handbook; it is a useful addition to the range of guidance material currently available to school governors.”
